Horninglow and Eton Neighbourhood Plan Launch
Horninglow and Eton parish council will launch their new neighbourhood plan with two community engagement events in April. The two events will take place on Monday 22nd April, 7.30pm at the St Chads, Community Centre, Hunter Street. Wednesday 24th April, 7.30pm at St Johns Parish Rooms, Rolleston Road. £9.5 million Funding to Support Neighbourhood Plans
This is the big news we flagged up some time ago in our monthly Neighbourhood Planning News. And, today (14 March 2013), Communities Minister Don Foster announced a £9.5 million of funding, over 2-years to support people in creating neighbourhood plans to shape development in their area. Groups of residents seeking to create a neighbourhood plan will be able to bid for up to £7,000 of funding each to contribute to the costs of preparing their proposal. Neighbourhood planning groups will find full details about the new 2-year programme from 15 April on the My Community Rights website. Upper Eden Neighbourhood Plan: Yes Vote
In the landmark vote the residents of Upper Eden have voted “Yes” in their neighbourhood plan referendum. In response to the question: “Do you want Eden District Council to use the Neighbourhood Plan for the Upper Eden area to help it decide planning applications in the neighbourhood area?” The vote went as follows: Yes: 1,310 No: 138 But the real boost for neighbourhood planning, and one Ministers must have been waiting for with hands over the eyes, was the turnout: 1,452 (33.67%). We must admit we had been thinking this could have been in the low teens. After the dismal Police Commissioner turnout of 15%. Kirkwells Support Horninglow and Eton Neighbourhood Plan Frontrunner
Kirkwells will be providing support on another of the Government’s neighbourhood planning frontrunners: Horninglow and Eton in Burton upon Trent. In announcing the appointment Horninglow and Eton Parish Council Chairman Clive Burton said: “The neighbourhood planning process is very new to us all. How Much Does It Cost To Produce a Neighbourhood Plan?
A key question on most parish councils, neighbourhood fora and business area’s lips as they contemplate taking charge over their own future. Costs can vary widely – depending on the nature of the area, complexity of the plan, and the expertise that exists within the group preparing that neighbouhood plan. DCLG estimated costs when assessing the impact of neighbourhood planning and a recent post on the Locality web site puts forward the range of £10,000 to £80,000 for a neighbourhood plan. It would seem from DCLG figures that Greg Clark’s dream of 500 neighbourhood plans being prepared each year may not be as fanciful as some first thought. The following figures are culled from a DCLG presentation given last week. What perhaps come as less of a surprise is the heavy geographical bias to the South and Midlands of England – apologies for the graphic but we cannot find a better one (DCLG – help?) – but it does illustrate the point.
