Neighbourhood Planning in Lancashire
The Kirkwells Team has direct experience of managing, producing and engaging local communities and businesses on neighbourhood plans. To find out more read on, or call 01282 872570. In inner Burnley a number of neighbourhood plans were produced to support the work of Elevate, the Housing Market Renewal Pathfinder, and Burnley Borough Council. Working in four neighbourhoods plans were produced within a wider framework of neighbourhood engagement. Michael Wellock, from Kirkwells, had overall managerial responsibility for the housing market renewal programme and neighbourhood management in inner Burnley; Kirkwells helped develop planning policy and physical interventions such as the Tay Street Trail; Claire Parker led the Council’s work on development briefs and design guidance. Another chance to be a Portas’ Pilot
Following the massive response to the first round of Portas’ Pilots the Government have announced funding for a further 12. The first round received 371 bids for just 12 pilot schemes. When announced in May 2012 the winners of the first round will receive £100,000 to improve their high street. And don’t forget use the new Neighbourhood Planning powers to support the development of your high street or town centre. You can read more about this initiative on the DCLG web site. Neighbourhood Planning: First Forum and Parish Applications?
In what would appear to be a first the Norland Conservation Society in the Royal Borough of Kensington and Chelsea (RBKC) has applied to become the first neighbourhood forum under the Localism Act. And hot on their heels are Faringdon in the Vale of White Horse vying to become the first parished area to be officially designated a neighbourhood planning area. The Norland Conservation Society is also among wave 5 of the Government’s frontrunners, but unless you know better, even among this select band, this is the first fully fledged application we have come across under the new system. Action for Market Towns: Neighbourhood Planning
Last week after a rather tortuous rail journey (albeit for the saddest of reasons and far beyond anyone’s control) we finally made it to York for the Action for Market Towns’ (AMT) event on neighbourhood planning. Part of the AMT’s Getting to Grips with Localism series this session on neighbourhood planning revealed a little of how things have moved on since Kirkwells spoke at a similar AMT session in London in November. Back then many seemed to be feeling their way, and we had been asked along to give the benefit of our experience in preparing neighbourhood plans. Localism Act: Power Shift from Whitehall to Communities
The Localism Bill has become law. The Localism Act will trigger the biggest transfer of power in a generation, releasing councils and communities from the grip of central government. The Localism Act puts a number of new rights and powers at the disposal of local councils and people to take charge of their future. Neighbourhood Planning: Is It Worth It?
In the perfect start to the Easter Holiday Kirkwells provided training last night to a parish council on neighbourhood planning. And we left this particular village hall with the feeling that for many the key question is “is neighbourhood planning going to be worth all the effort?” After going through the process.
