Neighbourhood Plan For Increased CIL

Communities that choose to accept new housing will benefit directly from new generous cash incentives. In neighbourhoods where a neighbourhood plan is prepared, and supported by local people in a referendum, will be able to keep 25% of the revenues arising from the development that they choose to accept. This cash boost will be paid directly to parish and town councils. Neighbourhoods without a neighbourhood plan where the levy is charged will receive a capped 15% share of the levy revenue arising from development in their area. Communities without a parish or town council will still benefit from this incentive, with the local planning authority retaining it and spending it in accordance with the wishes of the community. Funding for a 1,000 Neighbourhood Plans

That was the upshot of an increased support package offered by Government to local planning authorities. In a letter to chief planning officers the Department of Communities and Local Government are offering a greater support package to help local councils support neighbourhood planning. This includes £5 million for new neighbourhood planning designations in 2013/2014. So at £5,000 for very designation that is potentially a further 1,000 neighbourhood planning areas across the country. The 6th of April 2012 heralded one of the biggest ever shake-ups in town planning. From now on neighbourhoods have the right to plan for their area. Neighbourhood Planning New Funding: The Good, The Bad and The Ugly

  OK. The Good. £9.7 million of funding over the next two years. You know, despite some quibbles, we remain big fans of neighbourhood planning.  The other key ingredient is that DCLG recognise the need to send some of this funding arrowing to those actually doing the neighbourhood planning. The various neighbourhood planning bodies, whether they be parishes or neighbourhood fora. This would be via a grant or voucher scheme. Unfortunately, at this point, we have to say things start to go, for us a little pear shaped. Firstly, the grants, or vouchers  would be up to £7,000 per neighbourhood area. For “start-up costs, training sessions, required studies and incidentals”. £7,000? Didn’t DCLG’s own impact assessment acknowledge a complex neighbourhood plan … Continue reading

Kirkwells Support Branston Neighbourhood Plan Frontrunner

  Branston Parish Council have appointed Kirkwells town planning consultancy to help them prepare their neighbourhood plan in one of the Government’s frontrunner neighbourhood planning areas. Branston are one of eleven neighbourhood planning frontrunners in East Staffordshire. In announcing the appointment Branston Parish Council Chairman Mike Ackroyd said: “We as a parish council are on a very steep learning curve with and from our first meeting with Kirkwells they have given us the confidence to help us prepare our plan. Stretton Neighbourhood Plan Launch

Stretton Parish Council, supported by Kirkwells, will be launching their neighbourhood plan on Saturday 10th of November. From 10am until noon you will be able to drop in to the Priory Centre and begin to discuss plan’s for the area’s future. Find out more by visiting the Stretton Neighbourhood Plan web site.
