Chaddesley Corbett Neighbourhood Plan Goes to Referendum

The Chaddesley Corbett Neighbourhood Plan will go to Referendum on Thursday 11 September 2014. If more people vote ‘yes’ than ‘no’ in this Referendum, then Wyre Forest District Council will use the Neighbourhood Plan to help it decide planning applications in Chaddesley Corbett. Kirkwells supported Chaddesley Corbett in the preparation of the Neighbourhood Plan by helping to draft the Plan, prepare the Consultation Statement and Basic Condition Statement. All this in 12 months! Although about a thousand areas have started to prepare Neighbourhood Plans only around 20 have reached Referendum stage. There are many reasons for these delays. The most common reasons are lack of time, the complex issues to be tackled in the plan and the difficult process to be followed. … Continue reading

Neighbourhood Plan Puts Forward Alternative Growth Scenario

Bryning with Warton Neighbourhood Plan Steering Group, with the support of Kirkwells, have put forward an alternative growth scenario for the future of the village. Faced with Fylde Borough Council, and developer proposals, for in excess of 1,000 new homes that would double the size of the village the Steering Group, working to the Parish Council, have put forward an alternative growth scenario. This growth scenario would see over 460 new homes built in the village up to 2030. The Plan also has various proposals to mitigate the impact of this development; secure more employment opportunities; and protect and enhance the village centre. You can see the plan and supporting documents here. To find out more about how Kirkwells can … Continue reading

Neighbourhood Planning Need Not Cost the Earth

One thing that frightens many of the parish and town councils we talk to about neighbourhood planning is the potential cost. Often they start off by saying “Well, we like the idea but the cost will run in to tens of thousands.” We are not sure where this has come from. Scaremongering? Misinformation? Wherever this comes from, our view is that for most neighbourhood plans the costs will be in the range of £4,000 to £15,000, rather than the hundred thousand mark. We can say this from our experience working on a variety of plans in a number of areas. We can also say this because we offer our expert planning advice at specially reduced rates to parish and town … Continue reading

How Much Does It Cost To Produce a Neighbourhood Plan?

If you are a parish council, town council, or neighbourhood forum this question is probably at the top of your list.  If are considering such a major piece of work, you want to go into this with your eyes open. Unfortunately there is not much information out there, and some of it is very misleading. We have seen cost ranges of £60,000-£100,000 bandied about. There may be one or two extremes out there that do cost so much, but, in general, neighbourhood plans will be prepared for much, much less than this. OK. The overall figure for your neighbourhood plan will depend on complexity, size of the area, what skills you have to offer, and whether you are seeking a … Continue reading

Neighbourhood Plan Designation: What Happens if we are not a Parish?

Town Planning heralded one of its most significant ever changes when on the 6th of April 2012 the Neighbourhood Planning Regulations came in to effect. These changes mean communities now have the power to plan and shape their neighbourhood. To find out more read on, or call Michael on 01282 872570. Much talk on neighbourhood planning has centred on existing parishes who are in the advantageous position of being already identified in the Localism Act as “relevant bodies” when seeking to be designated a neighbourhood planning area. But what about non-parished areas? Areas with, say neighbourhood forums, area boards, or some other less formal local decision-making structure. For non-parished areas there are additional requirements you will have to meet before … Continue reading
