Extending Existing Planning Permissions

The Government have announced a one year extension to the temporary provisions which allow applicants to extend the time limits for implementing a planning permission. From 1st of October 2012 a new 12-month cohort of planning permissions come within the scope of these provisions. This means applicants with unimplemented, extant planning permissions granted on or before 1 October 2010 (previously the deadline was 1 October 2009) will now be able to apply for a replacement permission for the same development, subject to a new time limit for implementation. As before, such applications will be subject to a lower fee, less onerous information and consultation requirements and a design and access statement will not be required. Planning Rules Change to Boost Economy

A major new package of planning measures has been announced to help kick-start the UK economy. 80% of Affordable Housing Programme Not Ready to Start

80% of the Government’s Affordable Housing Programme is not yet ready to start the Homes and Communities Agency (HCA) has confirmed.  HCA data show only £219 million of the £1.07 billion programme outside London has been “confirmed”. 80% of housing associations have yet to secure a planning permission or identify a site. This means the Government’s target of building 63,000 affordable homes outside London by 2015 is in jeopardy. Red Tape Cut for Planning Applications

The Government are consulting on proposals to streamline information requirements for planning applications.  The consultation is open for a 10 week period ending on 11 September 2012. We summarise the main points below. A survey of Federation of Small Business (FSB) members has found that small companies are “being held back from growing as quickly as they could by the ongoing failure of the planning system to allow them to grow”. According to the FSB survey 69 per cent of small businesses have to wait more than eight weeks for local authorities to decide on planning applications. half of those applying for planning permission feel that they have encountered an “overly protracted process and overly complex rules and processes”.
