Cheshire East Local Plan: Shaping Our Future
Cheshire East Council is consulting on the latest stage of Local Plan preparations. Until 26th of February 2013 interested parties have an opportunity to comment on: The Council’s proposed Development Strategy; Policy Principles Document; Sustainability Appraisal; and Habitat Regulations Assessment. The Council’s proposed Development Strategy is for a minimum of 300 hectares of land to be provided for business, general industrial, storage and warehousing uses over the period 2012-2030. And for land to be made available to provide 27,000 homes over the same twenty year period. This consultation is important in that it will feed in to the drafting of Cheshire East’s all-important Local Plan document. Neighbourhood Plan For Increased CIL
Communities that choose to accept new housing will benefit directly from new generous cash incentives. In neighbourhoods where a neighbourhood plan is prepared, and supported by local people in a referendum, will be able to keep 25% of the revenues arising from the development that they choose to accept. This cash boost will be paid directly to parish and town councils. Neighbourhoods without a neighbourhood plan where the levy is charged will receive a capped 15% share of the levy revenue arising from development in their area. Communities without a parish or town council will still benefit from this incentive, with the local planning authority retaining it and spending it in accordance with the wishes of the community. Simpler, cheaper outline planning applications
In the Government’s on-going battle with planning red tape the need to set out building locations, widths, lengths and upper and lower heights in outline planning applications has been removed. This move, coming into force on 31 January 2013, will be welcome news for anyone wanting to establish if a development is acceptable in principle and should speed up decisions and reduce costs for outline applications. In introducing the move DCLG said “that local planning authorities are better placed to judge the information required on a site-by-site basis”. Unfortunately, many outline planning applications had become as detailed and expensive as full applications. This new move should ease that burden. Leeds Consults on Core Strategy
Leeds City Council is consulting on changes to it’s Core Strategy ahead of submission for independent examination. This final consultation on Pre-Submission Changes before submission will last until 5pm on the 18th of February 2013. Funding for a 1,000 Neighbourhood Plans
That was the upshot of an increased support package offered by Government to local planning authorities. In a letter to chief planning officers the Department of Communities and Local Government are offering a greater support package to help local councils support neighbourhood planning. This includes £5 million for new neighbourhood planning designations in 2013/2014. So at £5,000 for very designation that is potentially a further 1,000 neighbourhood planning areas across the country. In the same letter the government also announced a three stage payment system to help local councils support communities in their neighbourhood planning work: a first payment of £5,000 following designation of the neighbourhood planning area – capped at £5 million in 2013/2014; a second payment of £5,000 when … Continue reading
