Kirkwells Support Horninglow and Eton Neighbourhood Plan Frontrunner
Kirkwells will be providing support on another of the Government’s neighbourhood planning frontrunners: Horninglow and Eton in Burton upon Trent. In announcing the appointment Horninglow and Eton Parish Council Chairman Clive Burton said: “The neighbourhood planning process is very new to us all. Louise Kirkup and Michael Wellock from Kirkwells clearly have a lot of experience of this sort of work and they are patiently guiding us through it. Revised Design Review Principles and Practice
The CABE team at the Design Council, the Landscape Institute, the Royal Town Planning Institute (RTPI) and the Royal Institute of British Architecture (RIBA) have jointly produced an update to the industry standard best practice document ‘Design Review, Principles and Practice. The publication of the National Planning Policy Framework on March 2012 reinforced the role of Design Review in ensuring high standards of design in all new developments. Salford Local Plan – Initial Consultation
Following the withdrawal of their Core Strategy Salford City Council have embarked on preparing a new Local Plan. The Salford Local Plan will set out how the city will develop up until 2032. As an initial consultation stage the City Council is looking to find out what site allocations and designations should be included in the Salford Local Plan. East Riding Local Plan Consultation
East Riding Council is consulting on the Draft East Riding Local Plan. The consultation focuses on two key documents: Draft Strategy Document – this sets the broad location and amount of development that will take place in each settlement in the East Riding. It also contains a number of planning policies relating to specific issues, such as providing affordable housing, protecting the landscape character, preventing the loss of valuable services and facilities and minimising the risk of flooding. How Much Does It Cost To Produce a Neighbourhood Plan?
A key question on most parish councils, neighbourhood fora and business area’s lips as they contemplate taking charge over their own future. Costs can vary widely – depending on the nature of the area, complexity of the plan, and the expertise that exists within the group preparing that neighbouhood plan. Neighbourhood Planning Steams Ahead
It would seem from DCLG figures that Greg Clark’s dream of 500 neighbourhood plans being prepared each year may not be as fanciful as some first thought. The following figures are culled from a DCLG presentation given last week. Free Schools – Planning Advice
The Government has announced new measures to make it easier for Free Schools to convert empty and underused buildings and move more quickly into their preferred site. The new measures mean free schools will be able to to open in almost any building for a year without needing planning permission, removing concerns that schools cannot open in time. At the moment, parents, teachers and charities who want to open a free school have to go through a lengthy planning application process to get council permission to move into buildings earmarked for use but that are not already schools. New Rights – Office to Home Conversions without Need for Planning
On 24th January 2013 Communities Secretary Eric Pickles announced new planning measures in a letter to chief planners. The proposed legislation will be issued to come into force in Spring 2013. The new permitted development rights allow change of use from B1(a) office to C3 residential. The new permitted development rights will allow office space to be converted into new homes without the need for planning permission from the local authority. The permitted development right will be in place for 3 years, and because local circumstances vary, local authorities will have an opportunity to seek an exemption if they can demonstrate there would be substantial adverse economic consequences. One in 10 British homeowners ‘have broken planning and building restrictions’
Reports the Daily Telegraph. Based on a survey of builders and surveyors carried out for LV=home insurance many homeowners are making alterations without seeking the correct approvals and consents. This can be costly. Your local planning authority can use their enforcement powers – making you make necessary alterations, including taking down completed work, and, in some cases, leaving you with large legal costs and a hefty fine.
